In Civ I (and possibly Civ II), cities would not be railroaded automatically.
You'd have to railroad them explicitly or lose 1/3 movement point through a
city. If Freeciv, it is automatic. Perhaps the memory of units losing
movement on railroad is from forgetting to railroad cities in regular Civ.
