Loadlin is on the cd, in /dosutils.
One way to set it up would be to tell the boot loader to install the
image on the first sector of the boot partition instead of the master
boot record. Then you can use loadlin.

I really don't understand why you want to load dos/windows, then use
loadlin to replace the running os with a new one.  In order to use
loadlin you must allow a full boot with the dos/windows OS, then loadlin
is "supposed" to replace the entire operating OS with Linux.
It is slow and a 2-step process that would be done more efficiently as a
single step by selecting the OS to load at boot time and having the
machine set to dual boot.

One thing I would be concerned about is that doing it with loadlin will
probably result in the common warning and scandisk running because
windows was not properly shut down.
