Chrony works very well for a dial-up connection
because you can tell it when it is allowed to contact
the time servers.  Chrony can also be used as a server
if you have an internal LAN.  If you have an always on
connection, ntpd will stay in the background and keep
your machine synced.  If you just want a program that
you can run as a one-time command, ntpdate will do the
trick.

BTW, I think you meant RedHat 7, not Linux 7 (Unless
you are e-mailing through a rift in time) :-)
