If it's PCI, the IRQ and IO should be controlled by the BIOS.  (Or else my
understanding of PCI is screwy.  I quit learning hardware details about
the time VESA came out.)  You shouldn't need any DOS utilities to set it
up.  I didn't with my 3COM Vortex-based Etherlink.
