Another reason why there should be also another imrpovement that 
increases a city's vision range. Suppose, we have a city on a seacoast 
near a gulf. If there is no radar station improvement, then we have to 
build city walls and Airport or SDI defense to control the gulf. Is it 
logical ? A city on the seacoast needs the coastal defense more. So, I 
would build Coastal Defense and Radar Station. That's what I deserve 
while playing some games, especially on islands.
