AFAIK, this is how the old code always worked (e.g. 1.14.2).

Oracle is just a Temple booster. I seem to remember this being the
case in the commercial Civilization games as well (same goes for
Michaelangelo), where the Oracle icon was displayed next to the Temple
icon in the Happiness info.

Other wonders, like Bach, are different and go in the Wonders line.
