Someone connected and set timeout to -1, then started. Of course they
got disconnected.
Then some others came along and tried to play. We never saw that
timeout was -1. But every time we started the game (we tried twice) we
just got cut. The server then "restarted" but since it was just moving
from select-nation state back into pregame state the settings didn't get
reset.
I think it's actually a bug that if timeout is -1 net input is just
ignored in select-nation state. But allowing a timeout of -1 is
obviously wrong for pubserver.
