So +250% with both library and university?

But you wanted to add university as a req anyway, right?

This is +450% with all three buildings.  Wow.

It could still give a free research lab, but only in cities with a 
university (but this would be part of the bldg_req half of the patch).

It should thus have a bldg_req.
