I would rather generalize the sources of the reqs (so that a req may be
a government, building, tech, etc.) before generalizing the number of
reqs.  The building reqs follow a similar structure to effect reqs and
can probably share some code.

Ideally this would give us lots of possible req types for free.  For
instance government reqs aren't currently possible except as a special
case.  And terrain reqs (jungle => elephants) would be interesting as well.
