The savegame shows the bulbs at -71/90 but this isn't helpful in finding
the bug - because the -71 is saved directly in the savegame. The bug
must have happened sometime before this.
The savegame also has a diplcost of 150. Which is 150% (I think), which
is much higher than the maximum of 100. This shouldn't be possible but
is probably the reason for negative bulbs.
