Beta version 2 has many changes:

* Renamed a bunch of stuff as suggested by Mike and Jason.
* Added initial_buildings field to nations and game rulesets as suggested
  by Per.
* Fixed Local effects.
* Major changes in the way improvement construction dependencies are
  handled. Added 'replaced_by' improvement field that states the
  replacement improvement, similar to units. This is used to upgrade
  the current production.
* Removed now useless hardcoded improvement ids from improvement.h.
* Removed a bunch of unused effects.
* Cleanups, bugfixes.
