It's a feature, why not just expose it to users?  Why insist that they
compile their own binary before they can use it?  Someone interested
in doing systematic Freeciv testing for whatever purpose may not be
interested to know how to compile the beast on the platform at hand.
I agree that the chances of it being used are small, but with that
argument you could eliminate 90% of all the server options.
