Probably me, since I committed it. Anyway, the patch looks ok but does not
include fixes for civ1, civ2 and historical rulesets. I don't know what
the values should be for these.
History ruleset lacks any veteran information, BTW. I missed that one.
(And nobody noticed. Do anyone use it?)
