Preliminary designs are underway.

The idea is effectively for prettier tooltips with a close button
isn't it?  This is a good idea.  Normal tooltips can be reserved for
GUI rather than Game features.

I'm not sure we're going to need a large version of the Nation screen.
 Everything should fit comfortably in the 'nation' and 'science'
pages of the main GUI.  Unless there's anything that you're intending
for this page that I haven't thought of?
