This is a very good point. One of the reasons bigpox is very hard is the
growing foodbox, and adding settlers from a lot of smallpox cities to one
or two bigpox cities sidesteps this restriction. So a strategy to limit
smallpox cannot require only a few big cities, as this would only benefit
smallpox - instead big cities must have advantages that scale.
