Okay. Check to see if there is an autoattack unit in the city first.
If there is, attack the diplomat, if not the diplomat gets a chance to succeed.
I am not sure if right now if this is already done. I know that when I tested
this at some point in the past, the diplomat was not killed by an autoattack
unit.

With the change in autoattack (if needed), and the ability to specify a
an action at the city of destination, diplomat and conter diplomat
actions are actually possible for a player with a modem. Right now,
neither is.
