Not directly comparable, since if you don't have a Union, A,B,C can
research _different_ technologies and share, while with a Union they are
forced to research _the same_ technology.

So ideally, there should not be a very huge advantage from Union: 3
players researching 3 different techs then sharing them should research
just as fast as 3 players in a Union researching 3 techs one at a time.
However, in the latter case you get the first two techs earlier and you
don't need to stress about going through diplomacy dialog every time you
gain a tech. So the Union players have a definite advantage.
