What about: With gen unit effects, some tech gives settlers an additional
movement point?
I see no point in adding another unit type just for a movement point
extra. (And I don't see what kind of unit that would be... mechanised
settlers?)
(Yes, the food upkeep for Engineers is a mistake.)
