I've been looking for a graphics for a worker unit for some time, and
finally, now I have two.

The first is one I managed to draw myself:

The other was drawn by 'mur' in #freeciv:

Will either of those two do? If so, I have a patch to add a worker unit to
the default ruleset, inspired by Civ 3. It makes the Settlers unit the
only one that can found cities, removes its possibility of upgrade and
adds a Workers unit that can be upgraded into an Engineer.

The patch is attached. The AI already knows when to build Workers and
when to build Settlers.
