Will either of those two do? If so, I have a patch to add a worker unit to
the default ruleset, inspired by Civ 3. It makes the Settlers unit the
only one that can found cities, removes its possibility of upgrade and
adds a Workers unit that can be upgraded into an Engineer.

The patch is attached. The AI already knows when to build Workers and
when to build Settlers.

Workers are cheaper to build than settlers in Civ3, they cost only 10.
Why not make it similar in freeciv?
