        Before initial city founding:
        Find and enter huts, to randomly get units with no homecity.
        Expose tiles for possible better city planning.

        After city founding:
        Expose tiles within city radius for best usage.
        Explore coast.
        Enter huts, possibly timed with Science discoveries.
        Explore inland.
        Patrol borders where enemy units were sighted.
