I agree it should be an option. I disagree with your estimation of how
difficult it will be to adapt the AI to defeat AA, and also with your
claim that the AI code will need to be "branched" in a AA mode and a
non-AA mode.

To the contrary, the same tactics that are good against AA mode is going
to be good against non-AA:
        - coordinated ground attacks
        - move bodyguard before charge (trivial)
        - coordinate aircraft and sea units with ground attacks
        - bodyguard diplomats and transports

Perhaps only useful for AA mode:
        - bodyguarding aircraft
