Perhaps I misunderstand; if horsemen start with their full 2 MP at
position 1, then your scenario does not even involve the rand()
function in question.  Under even the current rules, the following
will happen:

  Moving from 1 -> 2 reduces his MP from 2 to 1 2/3.
  Moving from 2 -> 3 reduces his MP from 1 2/3 to 2/3.
  Moving from 3 -> 4 reduces his MP from 2/3 to 1/3.
  Moving from 4 -> 5 reduces his MP from 1/3 to 0.
  He ends his first turn on 5.
  -- End Turn --
  He can now move across six road tiles with a fresh 2 MP.
