At least some of the features necessary for Civ3 support
are/will be provided by the FreecivAC patches (http://freecivac.sf.net/).
The aim has always been to add the extra functionality needed for SMAC
compatibility by extending the rulesets. I personally am currently
working on extending impr-gen effects to government and nation types, so
what you and Raimar mention about "special skills" for nations should be
easily configurable within the rulesets Real Soon Now.

I don't have a copy of Civ3, so don't know its rules all that
well, but extra features that are similar to those added in SMAC should
be relatively easy to add support for. I personally am not working on
more Civ3-specific stuff such as culture and resources, although other
developers may be looking at that.
