Yeh, a lot of what Civ3 added was actually in SMAC - the seperation of workers 
and setters (or Colony Pods and Formers in SMAC) comes to mind.  The main 
things I can think of that are Civ3 only are culture and resources as you 
mention, and any other stuff that is tied to history rather than science 
fiction.

I'd be interested in looking at culture and resources if no-one else is.  As 
to SMAC, aren't drone riots the same as rebellions in Civ (although you can't 
nerve-staple in Civ - more's the pity).  I think they are just direct swaps 
for CIV population to SMAC population - unhappy citizens=drones, 
doctors=entertainers(elvises), librarians=scientists.  You probably already 
aware of this, but the drone riot thing on your site confused me.
