That seems not to be valid for the common libraries freeciv uses
(wsock32,msvcrt,gdi32,comctl32,comdlg32,user32,kernel32,advapi32,shell32)
From comctl32 even the version which is installed without IE is enough.

So I don't see a problem for the distribution of windows binaries of
freeciv.
