It's 3 ocean tiles (and no land) for sea bases.  For land bases, it's
about 6 or 7 land squares, and up to 1 ocean square if you're on a coast.
The land claimed by a land base can "jump" across a stretch of water,
too -- you'll automatically claim territory on nearby islands, and
sometimes even a bit of territory on someone else's continent, if you're
closer to the land in question than the other player is.
