[Freeciv-Dev] New city dialog - stage 7

Hi,

Changes from stage 6:

* New page: "Misc. settings", in which you can select which page you want
  to get into when new citydialog is created. The page which was active last 
  when closed dialog is one of the options.  (suggested by Kero van Gelder)

* Raimar's patch merged (close also applies worklist)

Playtesting welcome!
