Agreed.
Also, consider a city (or even just a unit, but this actually happened to
me with a city) at the mouth of a river attacked by a ship.  Currently the
city (or unit) gets a defense bonus, but it would seem more logical to
penalize it instead.

Also movement penalties as well as combat bonuses.

As for implementation:  maybe giving units "classes" like foot, horse,
wheels, etc. and making the combat bonuses/penalties dependent on the
classes of both units as well as the terrain of battle, and for movement in non-payciv-compatible-mode average the effects of both tiles (if this isn't already the case)
