Will river boats still require upkeep?  How expensive will they be
to build?  You can't simulate the Civ1/Civ2 river movement with boats
unless you make them free to build and free to maintain. ;-)

(And of course, you can't really make them free to build -- even at 0
shields, you would still be limited to 1 per city per turn, unless the
Freeciv build code is more advanced than I thought.)
