That's right; they'd be vulnerable to attack.  OTOH, you could just
keep fighting ships in them to defend them (and losing one would be
much less upsetting than losing a city).

This could be a nice feature; such planes could maybe not cause the
unhappiness that military planes in a city do in the higher forms of
govt; people prefer to see the military kept 'away' in airfields.
