I believe the reasoning is to make the AI behave in a way appropriate to at
least one aspect of their nation's historical behaviour. There is an
argument for this being random to increase difficulty (unpredictable AIs are
harder to beat) but it was in CivII so should be at least optional in
Freeciv.
