Hard, yes. Impossible, why? Don't assume we're the peak of
civilization ;-) it's well possible that in a few decades we
decide that the Chunnel was so good that we want chunnels from
Japan to China, Europe to Africa, then a few years later
Japan/US to Hawaii...

(and of course that contributes to the idea of making the first
tunnel a Wonder, much like Manhattan Project)
