Indeed...  New technology may indeed make 'chunnel' building
very much easier.  In Civ:CTP, you have to advance in technology
well past the present day before you can build undersea tunnels.
This suggests that perhaps this whole discussion should be moved
into the 'FreecivNG' realm, and not done in isolation like this.

Perhaps two types of tunnels are in order -- a 'primitive'
tunnel, available at a tech level similar to what we're at
in the Real World now, which is limited in length and is
quite expensive, and 'advanced' tunnels which work like the
Civ:CTP tunnels, but require a more advanced level of 
technology.
