Also, it's a desparate attempt to provide some use for libraries :0

In human to human games, this can be crucial; a goto that claimed
a vessel and crossed the seas by itself would help. When transports
arrive, I usually expect to have some 40 to 50 cities and a timeout
of 80-120.
