  What inconsistency?  All I saw was complaints that several nations include
the same city, and that civilizations from different time periods are thrown
together.  This is only a problem if you're concerned with recreating actual
historical civilizations -- ie, realism -- which Freeciv is not (although as
someone correctly noted, it isn't totally separated from reality, only mostly)

  New Amsterdam and New York can exist side by side without problems..
