I never build forests.  My settlers found cities!
City growth implies management costs.  What would you rather have:
one city of size 6, with a temple to keep it happy, or 2 cities of
size 3, at the same cost?

Well, all they really do is build a pattern of roads to connect trade;
they do not seem to purposely connect cities .  This is obvious when
you watch the AI lay railroads.

Maybe there is some intelligence to connect cities at an early stage
(I haven't checked the code) but it is lacking for railroads.
