Actually, once the citynamesuggest patch goes in, this 
will happen automatically, at least for suggested names
and names chosen by the AI (that is, players can still
deliberately create duplicate names, as they can now).

Already this happens sometimes, except the client doesn't 
usually know all cities! :-)  When the server makes all
suggestions, it always knows all cities.
