I agree with that...

Maybe (refering to my other mail) we should simply separate clients from
the server? I have no interest in downloading Xaw and 64 colors graphics
when I'm installing at home and no (or very little) interest in imlib and
gtk when I'm installing on some old unix box...

Of course, providing several packagings would be easy...
For ex:
freeciv-server-1.8.0.tar.gz
freeciv-gtkclient-1.8.0.tar.gz
freeciv-xawclient-1.8.0.tar.gz
freeciv-gtk-1.8.0.tar.gz    - server and gtk client (and media)
freeciv-xaw-1.8.0.tar.gz    - server and xaw client (and minimal media)
