Sometimes, I'm also among the visually impaired when playing freeciv.
I think even a third VERY small tileset would be ok since it
a) will use less space than the larger tilesets
b) free software has a tradition to support outdated hardware( which has been 
ahead in the old days ).

If somebody could show me some code where a graphics is constructed pixel by 
pixel
such that it is usuable by freeciv I could easily add scaling support.

BTW:
 reply behaviour is again "reply to list"
 Is it possible to have "reply to list by default but reply to sender if the 
list was only a CC'ed recipient" ?
