Actually, freeciv allows unambiguous abbreviations, so if you get 
everyone to have names with a unique first letter, then you have 
a system similar to what you're advocating, where you can type 
just "l: Hello"

(And you can now explicitly specify a global message by starting
with ':', eg ": lets stop at 16:40", though actually in that case 
the heuristics now allow "lets stop at 16:40")
