It would be different from current game mechanics, but not less realistic.
The practice of beating down enemy cities from ironclads is the weird idea
really. Giving cannons some more defensive fire against ships would make
invasions require more land units. Coastal defenses are prohibitively
expensive for this early on, considering that they have no other use.
