If the cannon was fortified it would not attack it would be defending.
I was thinking of a Cannon on Sentry trying to attack an
adjacent sea square.  I would never expect to get its attack value when
defending, it does not make sense, it is just too inconsistant.

I would not mind game advice, I know I build too many coastal cities
(whales are very useful) and I know I can move troops inland, but I am
just not very good at defending against Ironclads (or other powerful
ships).  I suppose I should be building Coastal Defences (Ironclads and
Muskteers come about the same time making city walls obselete if i
remember correctly).  I will freely admit that my not being very good at
the game would cause me to make incorrect assumptions and as a result make
poor suggestions.

As Per said, an option defautling to off is unlikely to ever be used.
