        Civ1 and Civ2 seemed to change the rules for Barbarians.  Combat
was strikingly ineffective on their part.  Frequently seeing 5 Horsemen
come out of a hut early on still meant that your Veteran Warrior would
survive all of their attacks.
This was based on difficulty level.  At diety level, they were very strong.  At
chieftan level, they were horrid.  They were never veterans, though, which
often gave you an advantage.
