It will be hard to avoid making such lists long, duplicated and complicated-sounding, though.

I consider this much better than static help texts we had. Main reason being that this kind of help exists even if ruleset author is too lazy to write static help text at all, as often was the case. Lesser reason being that this help is guaranteed to be up to date. If ruleset author had written help text in the first place, (s)he probably also tried to keep it up to date when changing rules. I'm not completely against adding static help text in addition to automatically generated one where ruleset author can shortly emphasize key features of the government. One static help text I'd like to see would be 'About <ruleset>' where ruleset author could tell general approach.
