I would recommend that you go with the instructions on the web site.   
I don't agree with the Portfile that was put together for Freeciv.

Yes, Fink will work.  However, my binary distribution of Freeciv  
for Mac OS X is built using DarwinPorts.  There is some information  
about this here.
