Yes, Fink will work. However, my binary distribution of Freeciv for
Mac OS X is built using DarwinPorts. There is some information about
this here.

A shot in the dark would be to try and re-install X11. Since you have Xcode, perhaps you can also try installing the X11 developer package in addition to the X11 user package?
