Overlapping cities is a non-issue really, since we have the 
conflicts_with tag nowadays. All member states are listed as 
conflicting nations in the most recent version of the Soviet ruleset.

If players wants to be the Soviets, we shouldn't stop them of course. 
The big question is if we want the Soviets to be randomly selected as 
an AI opponent.

All this made me thinking: what if we limited random nation selection 
to the ones who are listed as 'Medieval' or 'Ancient' only? It would 
give a more "historical" feel to the standard game of Freeciv.
