it is just, I would enjoy being Monarchy/Republic more if there also
was a food bonus. But for example the rule: no cap at two, but
irrigation doesn't count under Despotism pretty much has the same
effect to trigger bug reports. On the other hand, games will be
quicker and cities bigger if there is more food, so maybe it is a good
thing to have no cap at two food ;-)
