There is no food bonus. You mean the food penalty in Despotism? Monarchy
still has _a lot_ less corruption (same as Republic), gives +1 trade per
tile when celebrating, and the 3 free shield upkeep for units per city is
very useful for smallpoxers. In particular the corruption under Despotism
is a killer.
